You should only have Konoha open, and wait for a LONG time until you open Suna. I've seen that be the cause of too many sites fall. If you only leave Konoha open for now, you can get it filled enough faster, then open Suna. It will better balance out the game more so it doesn't get out of control. This isnt true. Firstly Kakashi uses it. Now to lear chidori you do need a dojutus to use it. Simply becuse when using it, it creatse such a bright light it blinds the user since he/she are so close. The uchiahs can use it b/c sharingan filters the light enough so they can use it..... I think you should make it so certain ranks have a certain number they can have there health up to, i hope this doesnt cause to many problems but me personally think its a issue that should be done, i have seen that people havent done it so far i think.
